Li Fang

Lawyer Li Fang is currently a senior partner at Tiantai Law Firm. She serves as a member of the Financial Professional Committee of the All China Lawyers Association, Deputy Director of the Banking and Finance Law Professional Committee of the Beijing Lawyers Association, an expert on the Supreme People’s Procuratorate’s "Civil and Administrative Procuratorial Expert Consultation Network," an expert for the China Banking Association, and an off-campus mentor for Juris Master students at the Renmin University of China Law School.

• Legal Services for the National Council for Social Security Fund (NCSSF)​ As special legal counsel to the Council, conducted comprehensive due diligence and feasibility assessments in accordance with industry regulatory rules and policy documents such as the Regulations on the Supervision and Administration of Private Investment Funds. These assessments covered multiple aspects including the organizational structure of the proposed fund, fund architecture, investment decision-making mechanisms, profit distribution models, the compliance operation status of the fund manager, the capital contribution capacity of investors, and the underlying assets targeted for investment. Provided legal opinions addressing key legal issues involved in the projects, such as investment direction, investment decisions, connected transactions, conflicts of interest, and cross-serving of fund management personnel. Facilitated the successful implementation of multiple investment projects.
• ​​Annual Legal Counsel Project for China CITIC Bank Corporation Limited​​ As legal counsel to the Head Office of China CITIC Bank, provided legal services in areas including securities investment funds, custody business, data product licensing, personal information protection, and data compliance. Offered multiple instances of legal analysis and risk advice for legislative solicitation of comments, litigation, as well as professional exploration and research into emerging fields such as carbon emissions, providing direction for the exploration of new businesses in the banking and finance sector.
• Annual Legal Counsel Project for KB Kookmin Bank (China) Company Limited​​ As legal counsel to this Korean-funded bank, provided full-process support in daily legal services encompassing compliance reviews, credit transaction structure design, financial product compliance, human resources and labor disputes, non-performing debt write-offs, protection of financial creditors in bankruptcy proceedings, and dispute resolution. Additionally, achieved efficient cross-jurisdictional business collaboration through partnerships, assisting the client in effectively addressing dual domestic and international regulatory challenges such as cross-border capital flows, foreign exchange management, anti-money laundering (AML), and cross-border data transmission, delivering high-quality legal services to multinational financial institutions.
