Pacer is a seasoned commercial and energy lawyer with inhouse and external counsel experience in the oil and gas sector. He routinely advises the firm’s clients on regulatory compliance, tax efficiency and contract documentation for their operations, transactions, and projects. He has advised on several M&As and project financings in the energy sector and his project development experience covers the development of production, evacuation and terminal facilities for crude oil, gas processing, pipelines and LNG facilities for gas, as well as petrochemical and power plants. Pacer previously worked in house with Total S.A.’s upstream affiliate in Nigeria and has very broad and hands-on experience in Nigeria’s upstream oil and gas industry. 

  • Advised Chevron on Chevron on the settlement of its longstanding cost dispute (circa $10bn) with the Nigerian oil company – NNPC in respect of the Escravos Gas-To-Liquids plant and the creation of an alternative financing structure for the plant’s operations
  • Advising Brass Fertiliser and Petrochemical Company Limited on the financing and development of a ~US$3.5bn fertilizer and petrochemical complex comprising a 10,000 MT methanol plant and 1 bscf/d gas processing facilities
  • Advised Platform Petroleum Limited on the acquisition of upstream petroleum interests in 5 concessions: Production sharing contracts, mining leases, marginal field assets etc; and a midstream gas processing plant
  • Advising the Green Energy / Lekoil JV on a ~US$60m upstream drilling campaign and debottlenecking project and a ~US$350m infrastructure development project comprising inter alia, a 1million barrel onshore terminal and automated offshore loading system
  • Advised Nigeria LNG on the development of a legal and regulatory compendium covering inter alia, gas/LNG imports, gas markets and foreign investment in twelve target countries / markets
