Mary Allan is a partner in the firm’s Muscat office. Her practice focuses on utilities, energy (including green hydrogen) and infrastructure projects and privatisations. She has extensive experience in the Arabian legal marketplace having lived and worked in the region for over 25 years, including over 20 years in Oman.

  • Advised Petroleum Development Oman on its competitive procurement of a developer for Oman’s first utility scale solar IPP. Currently advising PDO on its competitive procurement of a wind IPP and Oman’s first solar storage IPP.
  • Advised, variously, Oman Power and Water Procurement Company (OPWP) and bidders on (respectively) the competitive procurement/bidding in respect of 18 IPPs/IWPPs/IWPs. Currently advising on the procurement of Oman’s first waste-to-energy IPP.
  • Advising the Oman Ministry of Energy on its design of a legal and regulatory framework for Oman’s green hydrogen sector.
  • Advised OPWP on the redesign of its contracted electricity procurement process, to introduce greater flexibility (involving new and existing plant, multiple sites, fuels and technologies and multiple awards). Advised OPWP on its competitive procurement of its first IPP under this enhanced procurement process.
  • Advised Nama Group on the restructuring and future privatisation of Oman’s water and wastewater sectors, including designing its new statutory and regulatory framework, and drafting a new sector law and regulatory instruments for the restructured sector.
