Josef Peer is a partner in the firm’s public commercial law team and advises clients on all aspects of public law. He has particular expertise in major infrastructure and project development matters, with a focus on environmental impact assessment (EIA) procedures, nature conservation law, construction law, and regional planning law.

  • Advising the Austrian federal State of Vorarlberg on the “Stadttunnel Feldkirch” project, a 3 km tunnel to reduce inner-city traffic and improve urban quality of life. Our mandate included the EIA procedure, expropriation proceedings, coordination with stakeholders, and advice on administrative penal matters.
  • Advising ÖBB on the “Brenner-Nordzulauf” and the Brenner North Access, key sections of the Scandinavian-Mediterranean Corridor. Our mandate covers complex EIA, railway and nature conservation law, and cross-border approval alignment with Germany under the ESPOO procedure. With an investment volume of EUR 3–4 billion, this is one of Europe’s most significant rail infrastructure projects.
  • Advising ARGE Oberes Hausfeld on all legal aspects of the 26-hectare “Oberes Hausfeld” urban development in Vienna for approx. 8,000 residents, including EIA proceedings, energy-efficient neighborhood planning, renewable integration, and sustainable mobility concepts.
  • Advising ÖBB-Infrastruktur AG on the EIA approval process for the four-track expansion of the Southern Railway (Vienna Meidling–Mödling), a flagship project to boost suburban rail capacity and sustainable mobility. Our mandate covered full process management, stakeholder coordination, and legal challenges in a complex approval procedure in a densely populated, ecologically sensitive area.
