Jay Govender is a director and national head for the Projects and Infrastructure practice at Cliffe Dekker Hofmeyr. She has experience in both the public and private sector, PPPs, infrastructure development, power projects, rail projects and procurement. Her clients include state-owned entities, municipalities, government departments, financing institutions, contractors, sponsors and developers. Jay has experience in multiple African jurisdictions and has led several cross-border energy and rail projects.  She has co-authored three handbooks on power purchase agreements, power project financing and power project procurement as part of a United States government initiative in developing and facilitating power projects.

  • Lead legal advisor to Eskom in its role as buyer, network service provider and system operator in the renewable energy, coal baseload and co-generation IPP programmes;
  • Lead legal advisor to South African Power Pool for the ANNA Transmission Interconnector project, which is expected to link the Namibian and Angolan electricity networks;
  • Lead international legal advisor to the Kenya Urban Road Authority on the 2nd Nyali Bridge PPP Project in Mombasa, Kenya;
  • Lead legal advisor to the Ethiopian Government in the Metehara 100 MW solar PV project and the Chemoga Yeda I and II 280 MW hydro project.
