The firm advised the Japan International Cooperation Agency (JICA), Phnom Penh Capital Administration (PPCA), and the Ministry of Public Works and Transport (MPWT) on drafting new legislation and regulations governing sewerage management.
The "Project for Capacity Development for Sewerage Management of Phnom Penh Capital Administration and Ministry of Public Works and Transport (MPWT)" supported by JICA is one of the most significant public policy initiatives of recent years.
The Bun & Associates team was led by partner, PHIN, Sovath, who heads the firm’s Public Policy and Law team. The team were leading the Project as the legal consultants and worked with the three stakeholders: MPWT, PPCA, and JICA.
The project aimed to improve public health and strengthen environmental protections through strengthened sewerage management. As such, the legal framework had to provide potential investors with the security they required to manage their exposure. This had to be balanced with protecting the public interest, represented by the Royal Government of Cambodia.
The project is an element of the Cambodian government’s so-called ‘Rectangular Strategy’, which focuses on four central themes: Growth, Employment, Equity, and Efficiency. The Bun & Associates team reviewed existing local policies, laws, and regulations and benchmarked these against foreign legal policy approaches and best practices.
