Covington & Burling has lured a pair of attorneys specializing in financial institution M&A from DLA Piper.

Frank “Rusty” Conner and Michael Reed join Covington & Burling’s Washington office as partners. Both attorneys specialize in public and private M&A and corporate finance, and both are experienced in deals that have a private equity component. Conner has worked with underwriters and issuers undertaking securities offerings. Reed has expertise in corporate governance and disclosure issues. The firm said that the two lawyers’ 500 transactions have an aggregate deal value exceeding $150 billion.

A profile of Conner published in The Washington Post on March 27, 2011, quoted his views on a number of subjects including the global economic downturn. Conner reflected, “It certainly had an impact on how lawyers feel about the legal industry.... This is the first time, certainly in my 30 years of practicing law, that the impact was so significant. The legal profession enjoyed many years of increased growth and profit, and for the first time, there is a contraction in the amount of legal demand.”

Conner also lauded the legal profession as one that "creates a degree of certainty out of chaos" and promotes civil order in society at large.

Conner obtained his law degree as well as his undergraduate degree at the University of Virginia. Reed holds a master of laws from Boston University, a law degree from the University of Western Ontario Law School, and a bachelor’s degree from Wilfrid Laurier University.
