Overview:

• Opale Défense and the French Ministry of Defence (MoD) have finalised the €740 million refinancing of a PPP through the use of a project bond.
• The transaction’s main purpose was to refinance the long-term debt of the “French Pentagon” project, located in the southern 15th arrondissement of Paris. The project is focused around the construction of a new headquarters for the Ministry of Defence.
• HSBC used the Balzac securitisation mutual fund, which will directly receive the State’s payments.
