Pedro Couto

With 27 years of experience, as General Counsel of private companies, State organisations and corporations throughout Mozambique, is involved in initiatives such as BOT, BOOT, restructuring of companies, foreign investment, financing, privatization and public procurement (transport, mining, aviation, energy, oil, gas, Port, rail and business infrastructure). He is an expert in Project Finance and Finance Structure having participated in most Power and Infrastructure projects in recent years in Mozambique.

• Advising the Government and participating in the drafting of a new electricity Law to regulate the electricity sector in Mozambique;
• Legal assistance for the development and implementation of a 40 MWp solar power project in Cuamba, Niassa Province, Mozambique;
• Legal assistance for the development and implementation of a 30 MW PV Power project in Zitundo, Maputo province, Mozambique
• Legal consultancy services to Mozambican public utility under the “fast-track project” (consisting of a medium-sized solar photovoltaic power plant (20 to 40 MW) to be developed under an IPP scheme) in relation to the Promotion for Auctions of Renewable Energy Projects (PROLER) project
• Legal assistance for Gas-fired power station for the generation and sale, including export, of up to 250 MW of electricity in Nacala.
