Dr. Cheng was one of the few lawyers with professional qualifications of both China and France. He was awarded a doctorate by the First University of Paris, and received the highest comments for his doctoral dissertation. He is specialized in outbound M&A and other outbound investment in natural resources, energy, and other sectors.

  • Advised the Chinese consortium consisted of China Railway Group Limited, Sinohydro Group Ltd., and the Export-Import Bank of China in its investment in Democratic Republic of Congo in an integrated project of mining and infrastructure, with an investment amount of about US$7 billion. The project has been the largest investment in Africa in the non-energy sectors so far. 
  • Advised Sinomine Resource Group Co., Ltd., in its acquisition of 100% shares of Tantalum Mining Corporation of Canada Limited, Cabot Specialty Fluids, Inc., and Cabot Specialty Fluids Limited, which collectively own the largest Cesium mineral resources in the world.
  • Advised a Chinese listed company in its investment in a hydropower project in the Republic of Guinea, with an investment amount of about US$1.2 billion. The project has been the largest BOT project in Guinea so far. 
  • Advised China Overseas Infrastructure Development and Investment Corporation in its investment in a special economic zones in the Republic of Congo. The Protocol Agreement in this deal was signed and witnessed by both the president of China and the President of the Republic of Congo.
